Steve Fox is managing partner of VS Strategies, and he is based in the Washington, D.C. area. He co-founded the firm with the founding partners of Vicente Sederberg LLP, where he continues to serve of counsel.
Steve is one of the leading figures in the movement to create a legal, regulated cannabis market in the United States. Since 2002, he has been deeply involved in cannabis-related lobbying, ballot initiatives, and communications work at the federal, state, and local levels. His work spans from being the only full-time cannabis lobbyist in Congress in the early 2000s, working on behalf of the Marijuana Policy Project, to his current role as strategic adviser to the Cannabis Trade Federation, a highly influential coalition of cannabis-related businesses working to professionalize, unify, and diversify the cannabis industry.
Steve's cannabis industry-related work dates back to the end of 2009, when he organized an event in Colorado, attended by more than 300 medical cannabis caregivers, patients, and supporters, for the purpose of encouraging them to embrace regulation as a means to achieving legitimacy. In 2010, he co-founded the National Cannabis Industry Association and subsequently held key positions in the organization through 2018. Steve also served as lead drafter of Colorado’s historic Amendment 64 and managed all aspects of the 2012 campaign that led to its passage.
Steve appears frequently in the media discussing cannabis policy and politics, and he is a co-author of the book, "Marijuana Is Safer: So why are we driving people to drink?"
